Provincial and territorial governments nominate candidates based on their own immigration needs and stream criteria. Some nominations are connected to Express Entry; others use a non-Express Entry process. A nomination is an important step, but IRCC still decides the permanent-residence application.

Each stream has its own criteria, intake method and priorities. A pathway should be selected on facts, not only on a low advertised threshold.

Applicants should be able to show a genuine plan to live in the nominating province or territory.
Two decision stages
The province or territory assesses the nomination, while IRCC assesses the permanent-residence application and admissibility.

Common questions
Answers before you request a consultation
Is every PNP connected to Express Entry?
No. Provinces and territories have Express Entry-linked streams and non-Express Entry streams. The process and effect of a nomination differ.
Does a provincial nomination guarantee permanent residence?
No. IRCC still assesses the permanent-residence application, including admissibility and whether the applicant continues to meet requirements.
Can I apply to any province even if I do not plan to live there?
Applicants are expected to intend to live in the province or territory that nominates them. The facts and evidence should support that intention.
Are PNP streams always open?
No. Streams, quotas, priorities and intake methods change. Use the relevant provincial or territorial website and current IRCC information before acting.
