Manitoba Opens New Immigration Doors for Overseas Skilled Workers

Manitoba continues to prioritize global talent as it moves ahead with its immigration efforts. On May 15, 2025, the Manitoba Provincial Nominee Program (MPNP) extended 62 Letters of Advice to Apply (LAAs) under the Skilled Workers Overseas stream — specifically focusing on individuals living outside Canada who hold a genuine connection to the province.

A Closer Look at the Draw

Out of the 62 invited candidates, eight were identified as having valid Express Entry profiles and job validation codes. The minimum score required to receive an invitation in this round was 626.

Unlike general draws, this round considered only those who were directly approached by MPNP through a strategic recruitment initiative — a targeted effort aimed at meeting specific labour needs across the province.

Who Is Eligible Under the Skilled Worker Overseas Stream?

Manitoba’s Skilled Worker Overseas pathway isn’t open to just anyone abroad. To be eligible, candidates must prove a solid connection to Manitoba through one of the following:

  • Support from family or friends already residing in the province

  • Previous education or work experience in Manitoba

  • A formal invitation issued by MPNP under its strategic hiring program

On top of these, applicants need to score a minimum of 60 points on Manitoba’s assessment scale, which weighs:

  • Age

  • Education

  • Work background

  • Language skills

  • Adaptability factors

Each applicant’s eligibility depends on a combination of these personal and professional traits.

Understanding Strategic Recruitment Initiatives

These initiatives are designed to connect Manitoba employers with skilled talent from around the world when local hiring options fall short. Employers facing long-term workforce shortages can request help from the MPNP by nominating qualified foreign professionals.

To do so, employers must:

  • Comply with Manitoba’s ABC Recruitment requirements

  • Prove the long-term need for skilled positions

  • Offer secure, full-time job roles to international hires

Candidates who meet these criteria — and intend to live outside Winnipeg’s metro area — may be given priority under the initiative.

Please note: Individuals cannot apply directly through this route unless specifically invited by the MPNP.
