Newfoundland and Labrador Steps Up Immigration Invitations in May 2025

If you’re a skilled worker looking to move to Canada, Newfoundland and Labrador might be your next big opportunity. The province has just completed its second round of invitations under its newly introduced Expression of Interest (EOI) system — part of its push to attract more talent and fill labour shortages.

On May 8, the province held two separate draws:

  • 281 invitations through the NL Provincial Nominee Program (NLPNP)

  • 47 invitations through the Atlantic Immigration Program (AIP)

That’s 328 invitations in total — a strong sign that the province is actively seeking newcomers. This round follows the first draw on April 3, when 256 invitations were sent out.

What’s Changed in 2025?

This year brought some unexpected challenges. Like many other provinces, Newfoundland and Labrador saw its immigration quotas cut in half. But instead of slowing down, the province negotiated with the federal government and successfully secured 1,000 additional immigration spots, bringing its total to 2,525 for 2025.

hat’s the EOI System All About?

Think of the EOI system as a first step — kind of like raising your hand to say, “I’m interested!” Here’s how it works:

  1. Create a profile on Newfoundland and Labrador’s Immigration Accelerator portal.

  2. Submit your Expression of Interest.

  3. If you’re selected, you’ll get an Invitation to Apply (ITA).

You then have 60 days to submit your full application. (For AIP applicants, your employer will submit it.)

Important: Getting an ITA doesn’t guarantee approval. You still need to meet all program requirements and be eligible to enter Canada.

Applying from Outside Canada?

If you’re not currently in Canada, you’ll need an invite code from a local employer before submitting your EOI.

However, if you’re already in Canada on a valid temporary status and applying through the NLPNP, you can submit your EOI without that invite code.
